WITH reference to your letter of the 30th June last, I am directed by Secretary
Foreign Office, July 13, 1911. Sir E. Grey to transmit to you herewith, to be laid before the Secretary of State for India, a copy of a letter from Messrs. David Sassoon with regard to the sale in India of uncertified opium, and the danger that such opium may eventually find its way into China.
Sir E. Grey would be glad to learn whether the Marquess of Houghton considers that any useful purpose would be served by telegraphing to His Majesty's Minister at Peking in the sense of the final paragraph of Messrs. Sassoon's letter.
